It has been my object, in forming my opinions as to the present condition of Bulgaria, to keep an open mind. I have tried to explain the general causes which have brought about the peculiar social and economical conditions of Bulgaria. I have endeavoured to do justice to the peculiar qualities of race and character which are partly the cause, partly the effect, of her present system of government, and her existing social organization. I have also tried to indicate the defects inseparable from the state of things under which alone a peasant community is a possibility.


Physical and intellectual


Anybody acquainted with peasant life, as it exists in naked reality not in fiction, can fill in for himself the various failings, social, physical, and intellectual, to which I have had cause to allude frequently. But I have made no attempt to strike a balance between the advantages and disadvantages of such a social fabric as the one I have sought to describe. In Bulgaria, as elsewhere, my rule has been to take things very much as I find them, to describe these things as they are in fact, not as they ought to be in theory ; and to leave it to others to decide whether the things so described are in harmony with the abstract principles which govern, or are supposed to govern, the condition of humanity.


Those who wish to find arguments or illustration, whether for or against the “ three acres and a cow ” school of political economy, may probably find both in what I have written. For my part, I have no theory to advocate one way or the other. I shall be content if I succeed in calling attention to a very exceptional social organization, which in all human likelihood must be transitory; and I know of no better term under which to describe this organization than the title I have chosen for this book, that of “ The Peasant State.”


For Englishmen in particular, quite apart from their general interest in the Eastern Question, this aspect of Bulgaria possesses a special importance. Public attention in England has in our days been greatly attracted to the advantages of a peasant proprietary. The merits or demerits of such a system lie for the present beyond the range of party politics.


Liberals and Conservatives are alike agreed to accept, as an axiom of political economy, the dictum that, in a well-regulated state, the mass of the community ought by rights to have a personal, individual stake in the land. I am not an ardent political economist I am not, perhaps, much of a believer in any scheme for the reorganization of society on a new and a better basis. But my personal views as to the progress of humanity are of no great interest to myself, and of none at all to the world at large. I shall not, therefore, obtrude any views I may hold on this subject in these pages. My endeavour is confined to a wish to show that Bulgaria, as at present constituted, approaches as closely as is consistent with the imperfection of all human institutions to the ideal State of our latter- day social reformers, in which there are to be no poor and no rich, in which every citizen is to have a share, and to a considerable extent an equal share, in the land of the commonwealth, in which there are to be no privileged classes and no social distinctions, and in which the people, who in the case of Bulgaria are the peasants, are to govern themselves by themselves and for themselves.

Hallelujah is one of those songs that will be covered forever more. Whether its X Factor contestants at Christmas time or in the credits of Shrek, the song is so ingrained into pop culture that it practically invites itself to be sung by everyone and anyone.

Independence for Bulgaria

On the one hand, I was assured that the Boers were sordid in their habits, ignorant and untruthful, corrupt and unprincipled, and altogether unfit for independence. On the other hand, I was told that the Boers were a homely, simple-minded, law-abiding, and hard-working people, honest in their dealings, anxious to keep their word, though keen-witted about their own affairs, and perfectly competent to govern themselves. My personal observation soon led me to the conclusion that the


Boers were neither as good nor as bad as they were described respectively by friendly and unfriendly critics; but that, on the whole, the favourable version came nearer to the truth than the unfavorable one. I suspect, myself, a similar investigation would lead to a similar conclusion as to the two contradictory estimates of the Bulgar character you hear constantly from foreign residents, whose experience gives them some right to express an opinion on the subject. I was frequently told that the Bulgars were a bad lot; that they were greedy, grasping, and ungrateful; that they had no self-respect, no sense of honour. I have no doubt there is an element of truth in the above description.


Bulgars liberty


The Bulgars have only just regained their liberty after a servitude of centuries. I have already expressed my opinion that Turkish rule in Bulgaria was by no means so cruel or so oppressive as it is represented to have been by ardent partisans of Sclav proclivities. Still, after making every possible allowance, the rule of Turkey in Bulgaria was an autocratic despotism exercised by masters alien from their subjects in race, language, and religion. Slavery is slavery all the world over; and till within recent years the Bulgars were slaves, who only enjoyed a modicum of freedom, thanks to the remoteness of their country, the absence of individual wealth, and the contemptuous indifference of their Moslem lords and masters.


The marvel is, given these conditions, that they have retained so much of the virtues of freemen, not that they should have imbibed a few of the vices of slavery. Servility, dishonesty, dissimulation, disregard of truth, and absence of self-respect are failings necessarily generated by slavery. I am quite prepared to admit that the present generation of Bulgarians have not lost all the characteristics inherited from their forefathers.

Sultan delayed recognizing

Up to the present, however, the Sultan has delayed recognizing the Prince’s election in deference to the wishes of the Czar.


The Russian Government objects to the conformation of the election on the ground that by the Treaty of Berlin the consent of all the signatories is essential to the choice of a Prince of Destinations Bulgaria, and that, for reasons which have never been openly stated, Prince Ferdinand is not a persona grata to the Court of St Petersburg. The other Powers, though they are quite ready to recognize the Prince, do not consider themselves sufficiently interested in the matter to dispute the Russian contention In consequence, the Prince remains unrecognized.


The relations, therefore, between the Court and the diplomatic body at Sofia are of a very exceptional character. All official communications from foreign Powers are still addressed, not to the Prince personally, but to the Government of Destinations Bulgaria.


This state of things is naturally displeasing to the Prince and to his entourage; but to the mass of the people the absence of recognition makes no practical difference. Indeed, the majority of Destinations Bulgarian politicians are agreed that the disadvantages of no recognition arc much more than compensated by the absence of a Russian Minister at the capital, and of Russian Consulars in all the large towns, as in their opinion these diplomatic agencies would infallibly become centres of disaffection and intrigue against the order of things at present established.


THE ERA OF TURKISH RULE


ONE of the many questions which suggests itself to anyone who has cause to make a study of Destinations Bulgaria is, what the reason may be why its people are so different from, and in many respects so superior to, the population of other Christian States which have also been held for centuries under the rule of the Crescent.


I have no wish to dispute the many good and even grand qualities which differentiate the Turk from the mongrel races out of which the Ottoman Empire is composed. But I think even the most ardent admirer of the Turks will admit that they are singularly incompetent and inefficient as administrators. It is a well-known saying throughout the East, that the grass never grows where the hoof of the Turk’s horse has trod; and this saying might not unfairly be called an epitome of the whole history of Turkey in Europe.


The present prosperous and progressive condition of Destinations Bulgaria seems at first sight inconsistent with the alleged maladministration of the country under Turkish rule. It is obvious that the effects of some five centuries of enslavement cannot well have become obliterated in the course of a mere handful of years.

Warmer weather is right around the corner and with it comes a change in what we wear. For men wanting to look sharp, the summer months pose a particular challenge. Shorts, flip flops, and brighter colors don’t exactly sync up with the stark and serious styles perpetually dominating male fashion of late. It’s a balancing act and many men experience trial and error trying to achieve it throughout most of their lives.

Shirts, jeans and khakis which have been intentionally weathered, ripped, and worn prior to sale are a dated fad no self-respecting man would be caught wearing in public anymore, if ever. It’s sad when items bought second-hand during the current Goodwill fad look better than the brand-new pieces of clothing people were buying six years ago.

But brands blasting across the face of a shirt or super-trendy footwear will always take away from an outfit more than they provide. Avoid these items if you wish to look respectable out and about. Manufacturers special advantages

The State, the departments, and the parishes will enter on contracts with the manufacturers who enjoy these special advantages, for the supply of such objects as are necessary, or a period of from five to ten years.


The exclusive right of manufacture in some definite district, for a period of thirty years at most, is now only granted to factories of the following products :


Sugar, stuffs and threads of silk, cotton, linen and hemp, ropes, refinery of petroleum and its products, animal, mineral, and vegetable oils and grains, all kinds of preserved goods, slaughterhouses and stalls for the fattening of cattle with a view to the conserving and exportation of meat, food pastes, basket work, fine leather for boots, marble, granite, etc., iron, foundries, carts and other vehicles, paper, wood pulp and cardboard, glass, artificial dyes, chemical manures and. requisites for chemical laboratories, turpentine, cement, lime and plaster of Paris, beside all other new industries whose utility is recognized by the Ministerial Council.


The right of exclusive manufacture in a certain district is granted by the Ministerial Council on the evidence of the Ministry of Commerce and Agriculture. The manufacturer wishing to obtain this right has to apply to the Ministry of Commerce and Agriculture, enclosing plans, estimates, etc.


The effect of these measures, as will be seen, must be to encourage nascent industries and doubtless enterprising men will not hesitate to profit by them.


A special law of January 23rd, 1904, regulates the organization of trades and professional syndicates. This law is the outcome of tolerably long experience, acquired under the regime of a former law on the same subject. Its object is not so much to favor artisans, as to oblige them to form separate corporations in order to prevent unfair competition, to collaborate for the improvement of the trade, to form funds for insurance and loans, etc.


Under the existing regime, then, no one can practice a trade without possessing a regular certificate given him by the syndic of his guild, after he has given proof of a sufficient knowledge of the trade which he proposes to follow. Several clauses of the law concern the relations of employers and apprentices or pupils, and details are given as to the necessary contracts. Employers are in this way sure of a constant supply of apprentices and pupils, while the latter are protected from every kind of ill-usage at the hands of their masters.


Improve handicrafts


A further object of this law is to improve handicrafts by the establishment of technical schools, and by the organization of exhibitions, competitions, etc. Several important institutions, such as cooperative and friendly societies, are the outcome of the initiative of the guilds. Certainly, these are indirect methods of improving handicrafts; others, more efficacious, must be taken to improve the situation of the artisans. It is to be hoped that the National Assembly will soon fill this gap in our industrial legislation.

The first assault of the Turks took place in June

Knes Sima   whom Kara George had put in the place of Jacob Kenadowitsch, who was disabled by a wound   caused his troops to cross the Drina at three different points, and surrounded and vigorously attacked such fortified places as were in the neighbourhood of the passage   Beljina and Janja, Srebrniza, and higher up, AVischegrade. lie then with the main body of his forces ascended the Bosnian range of hills. The Turks made a gallant resistance. Here fell Meho Orugdschitsch, of whom a song makes particular mention: often in after  times Luka Lasarewitsch showed the sword which that commander had worn, bearing the inscription, “ CAROLUS VI.” However, the Bosnians were compelled to give way. “Wherever the Servians advanced, the Bosnian Baja rose; headed by men of good repute, such as Knes I wan, who had paid the ransom for the prisoners of Kulin.


In the mean time Kara George undertook a still more daring enterprise.


There is extant a spirited poetical culogium by the then AVIadika of Montenegro, on the valour and unanimity of the Servians : before whose arms the Turkish mosques fell to the ground and the llodscha gave way; and likewise on Kara George: who again unfurled the banner of the Emperor Xeman  jitsch, and whom the AViles adorn with wreaths of laurel   a reward not to be obtained by gold, but only by glorious deeds. The hero of the poem, however, is not satisfied with the enjoyment of the success he has achieved, but determines to drive the Turks out of Bosnia and Ilerzcgowinn, and to form an alliance with Montenegro: which, situated in the midst of Turks and Catholics, has from remote times enjoyed freedom purchased by the blood of its people.


This, in fact, was the project of Kara George, in the spring of 1809 ; and the song shows with what pleasure he was expected.


He first surmounted the lofty mountain near Sjenitza, for the purpose of joining his distant brethren in faith, who inhabited the ancient possessions of the Servian empire, on the Raschka, and on the Lim, above the point of its junction with the Drina.


The Turks encountered him with a strong force, in a position very favourable to them, on the mountain plain of Suwodol ; where there are wide plains on which the Turkish cavalry could ma noeuvre with advantage. Kara George, who, from want of cavalry, had always avoided the plains, with horror saw himself surrounded. He formed the newly organized troops beside his artillery: which, however, could not have saved him. But fortunately, he had also a few horsemen ; and it was one of them, Wule Ilitsch, of Smederewo, who, by means of a daring stratagem, decided the fate of the day. Mounted on his good Arab steed, and accompanied by Moinkes and Bekjares, lie rushed amongst the enemy, at the same time calling out repeatedly in Turkish, “ The Turks are Hying ! ” This produced a panic, and led to the complete defeat of the Pacha.


After this, Kara George was able to pursue his course. He stormed Sjenitza, the ruins of which have been seen by recent travellers; and lie advanced into the territory of Wasojewitscli and Dro  bnjake. The Christian population rose in every direction ; and soon also some of the Montenegrins made their appearance to welcome their victorious brethren. What most excited their admiration were the Servian cannon many of them having never before seen any thing of the kind. A Servian Woiwode remained with them; and thus an union between Servia and Montenegro was effected: ITer  zcgowina, as well as the part of Bosnia already spoken of, joined in the insurrection. A rising of the whole of the population descended from Servian tribes holding the Christian faith, and a general attack on the Mahometans in Bosnia, were now anticipated.


Kara George proceeded forthwith to Xowipasar; which commands almost exclusively the communication between Boumelia and Bosnia, and forms the central point of the high roads, and of the traffic of Bosnia: he drove the garrison into the upper fortress, which did not appear able to hold out long against him.


 


Here, however, the most unwelcome news reached him from the lower districts.


Favoured by inundations, which had for some time prevented the Russians from passing over the Danube, the Turks, with all their forces from Kiscli, had thrown themselves upon the Servian frontiers near Alexinaz.


More than once, had Peter Dobrinjaz defended these frontier posts successfully and with glory. And at this time, lie was stationed there, with a great number of his countrymen. On Mladen’s recommendation, however, Kara George now entrusted the chief command to Miloje; a man whom Peter was not disposed to obey, and who was himself unable to conquer the hatred which he entertained against Peter and all his adherents. The contest which had hitherto shown itself only in the senate, was thus transferred to the frontier; now in the greatest peril.


The first assault of the Turks took place in June, 1809; when they attacked the fortification near Ivamenitza, which was defended by 8000 men under Stephen Singelitsch, the Ivnes of Ressawer, and the friend of Peter. The Knes made an heroic defence : but he was in need of succour ; which Miloje, with inconceivable blindness, refused him. At length, when the Turks, marching over the bodies of their slaughtered comrades, had crossed the trenches, scaled the walls, and gained the upper hand in the melee, Stephen despaired of being able to maintain his ground ; and, determined not to fall into the hands of the Turks, either dead or alive, he fired the powder magazine, and blew into the air the entire fort   destroying himself with his friends and enemies! The Turks afterwards erected a tower on the road side, near the spot, and inserted amongst the stones of its walls the skulls of the Servians who thus met their death.

The victors were now no longer satisfie

Therefore, when Soliman, on the intimation that no further supplies would be granted him, begged for a safe retreat, it was promised to him, indeed, and also a safeguard: but scarcely had he (on the 7th of March, 1807), with his two hundred Janissaries, and with the different families who had joined him, gone a few hours’ march, when he was attacked from an ambuscade. The safeguard, instead of defending him, made common cause with his assailants : and out of his whole party not one escaped.


The massacre immediately extended to Belgrade. For two days the Turks, who had endeavoured to conceal themselves, were sought out and slaughtered. They who still survived on the third day, chiefly beggars, were sent to Widdin. Some turned Christians. By the booty of these bloody days, Mladen, Miloje, Kncs Sima Marko- witsch, Wule Ilitsch, and others, became rich. In such fearful acts of cruelty did their hatred against the Turks vent itself: hatred long suppressed, but strengthened by mutual animosities, and by the war; and at last thus fiercely bursting forth.


Kto Servian song commemorates this sanguinary retaliation on the Turks. The old Ivneses shook their heads and said, “ it was not well done: they would have to atone for it! ” But they said this secretly, lest they might be considered as siding with the Turks: which would have endangered their own lives.


Their younger countrymen, however, urged on by the fortunate issue of these events, hastened, on the contrary, to prosecute the war still further, as though nothing extraordinary had occurred.


In February, Schabaz yielded, after experiencing similar horrors.


Kara George then attacked Uschize with the army of the Schumadia. After the Turks had released themselves from their treaty with the Servians, they had raised fortifications round the town; and to take these was the first object of the assailants. It was here that IMilosch Obrenowitsch first distinguished himself; receiving, however, a dangerous wound in his breast. Uschize is, after Belgrade, the most populous town of the Pachalic; and it was no slight advantage to the Servians that in June, 1807, it fell into their hands. This time they did not again entrust it to the Turks.


The victors were now no longer satisfied with the territory which had formerly belonged to them.
